OPA Health Care Quality Report Cards, 2022–2023 Edition

IHA partners with the California Office of the Patient Advocate (OPA) to publicly report AMP Commercial HMO and Medicare Advantage performance results each year. The report cards highlight overall performance and individual quality results for select clinical topics. Commercial report cards also include patient experience and total cost of care results.  

 

The preview period for updates to the 2022–2023 Edition Health Care Quality Report Cards — Commercial and Medicare is scheduled to begin in late May. 

 

Organizations will be sent a link to access the OPA Stakeholder page prior to the Preview Period. To be added to OPA’s mailing list, send an email to OPAReportCard@ncqa.org.

IHA’s Atlas data informs research on public option health plan

 

Researchers at the University of California, Berkeley used IHA’s California Healthcare Cost & Quality Atlas to assess the potential impact of a proposed public option health plan. The goal of a public option plan is to increase competition in the insurance market and improve coverage affordability over time. 

 

Researchers used the Atlas data to assess the competitive impact of the proposed public option plan, called Golden Choice. The study found that Golden Choice would have the lowest premiums in 14 of the 19 Covered California regions and save $243 million in one year. The plan would be based on California’s delegated model of healthcare, where provider organizations accept the financial risk of delivering healthcare services. 

 

The Commonwealth Fund published the findings in a recent issue brief.

Save the date: IHA Health Policy Update

 

Join IHA for its first Health Policy Update webinar on Tuesday, June 20, from 9 - 10:30 am PST. During the webinar, we’ll share updates and insights on key legislative and regulatory activity that impacts our industry.

 

The webinar is part of IHA’s 2023 Stakeholders’ Series, our outreach program that includes more than 400 stakeholders from health plans, provider organizations, health systems, and purchasers. The webinar will cover several topics, including:

  • Legislative and regulatory activities including new health equity metrics, statewide data exchange efforts and improvements, primary care spend investments, and an overview of significant Medi-Cal reforms
  • An update from the state’s new Office of Health Care Affordability and key stakeholders
  • A review of activities that aim to improve provider directories

You’ll also hear from a panel of industry leaders, consumer advocates, and state regulators. They will share their perspectives on what is required to develop a more transparent, equitable, and affordable system of care and how current developments and initiatives are working to make that possible.

Final MY 2023 Technical Specifications and Preliminary Program Guide available June 1

 

The Final MY 2023 AMP Technical Specifications and the preliminary MY 2023 AMP Program Guide will be released on June 1. These documents will be available for download from our AMP Participant Resource page under the AMP Program Guide and Technical Specifications section.

Webinar: Transition to ECDS-only reporting for Breast Cancer Screening

 

NCQA has announced that the Breast Cancer Screening measure (BCS) will transition to exclusive use of the Electronic Clinical Data Systems reporting standard for MY 2023.

 

Last year, IHA and NCQA hosted a three-part technical training series which provided an introduction to ECDS reporting. We encourage AMP participants to review these presentations in preparation for this summer's webinar which will focus specifically on the Breast Cancer Screening measure’s transition to ECDS-only reporting.
