Questions and Appeals Period ending soon

 

Now is the time to submit any remaining questions or appeals for Preliminary MY 2025 AMP Performance Results. As a reminder, these Preliminary MY 2025 results were released on August 20 along with MY 2024 final results.

 

Key dates to know:

  • Next Wednesday, September 16: Last day to submit appeals for FinThrive pipeline.

  • September 30: Last day to finalize any documentation related to questions and appeals.

  • October 2: Appeals hearing.

  • October 9: Appeals decisions communicated to participants.

  • November 16: Final MY 2025 clinical quality results released to participants.

 

How to submit a question or appeal:

  1. Review the AMP Questions and Appeals Submission Guide, Roles and Responsibilities, Best Practices, and FAQs (available on the AMP Core Data collection, submission, and audit resources webpage).

  2. Identify the provider organization name and AMP PO ID, measure rates in question, applicable product lines and health plans, and any rationale and documentation to substantiate the claim. Do not submit any PHI.

  3. Email the identified information using our Submission Form to appeals@iha.org by Wednesday, September 16, 5 p.m. PT. Use the following as the subject line:

    Subject: Question (or Appeal) - Your Organization Name (AMP PO ID, if applicable) - Short Description of Issue

Health Plans: Cozeva Data Quality Report review

 

IHA and Cozeva continue to focus on data quality review throughout the remainder of 2026 to ensure high-quality results during this transition year. Enhanced Data Quality Reports based on data submitted to-date across all file types were distributed to health plans via email. 

 

Below are the important dates for the Enhanced Data Quality Reports process and when issues must be resolved: 

  • Late July – September 15: Enhanced Data Quality Report review period for all file types.
  • September 15: Enhanced Data Quality Report resubmission deadline.
  • September 15 – October 15: Validate resubmissions and complete any necessary corrections to prepare for data lock on October 15.

Health Plans: Review MY 27 Data Submission Guide 11.0

 

The MY 2027 Data Submission Guide (DSG) 11.0 was published on the IHA website on September 1 on the AMP Core Data Collection, Submission, and Audit Resources page. The DSG outlines the MY 2027 AMP reporting requirements and submission specifications for data submitted to Cozeva. Health plans should review DSG 11.0 and begin planning for implementation of any updated requirements.

 

The first data submission using DSG 11.0 will be due to Cozeva on February 28, 2027.

On August 20, IHA hosted a webinar to share the Preliminary MY 2025 Performance Results. Topics included program updates, preliminary performance insights, how to access your results, and what to do if you have questions or appeals. The recording and slides are now available on IHA.org.

Highlights from the August 26 Program Governance Committee meeting


The PGC met this summer to review the proposed 2027 AMP budget and fee structure and discussed several program updates. Key topics included proposed updates to the MY 2027 Data Submission Guide (see details in the section below) as well as the Draft MY 2027 AMP measure set, which will be included in the IHA Public Comment Period (more information below).

 

The committee also discussed ways to improve communication and information sharing across the program to help keep stakeholders informed and connected as the program evolves. Connect with us if you are interested in learning more or want to engage more with the committees!

Participate in Pharmacy Quality Alliance (PQA) Annual Measure Public Comment Period

 

The Pharmacy Quality Alliance (PQA) inaugural Annual Measure Public Comment Period is now open through September 18 at 11:59 p.m. ET, providing stakeholders with an opportunity to review and comment on planned measure activities that may affect future measure implementation and reporting.

 

PQA is seeking comment on three AMP measures:

  • Proportion of Days Covered by Medications: Diabetes All Class (PDC-DR)

  • Proportion of Days Covered by Medications: Statins (PDC-STA)

  • Statin Use in Persons with Diabetes (SUPD)

AMP participants are encouraged to review the public comment resources available on PQA’s website and provide feedback to inform PQA’s consensus-based decision-making process.

MY 26 AMP Pre-Participation Confirmation: October 8 – 21

 

IHA’s annual Participation Confirmation (PCON) period for MY 2026 begins in November. To prepare, all participating health plans and provider organizations must complete IHA’s Pre-Participation Confirmation Survey that opens October 8. This survey informs IHA of any organizational and contracting changes for the 2026 calendar year that may impact MY 2026 AMP reporting. Our survey asks about organization name changes, closures, mergers, acquisitions, splits, and other information related to data management at your organization.

 

The survey will be available on the PCON Platform, which can be accessed from IHA’s website. Please ensure that the appropriate people at your organization can access the platform in advance of the Pre-PCON period. For technical assistance, please reach out to ampparticipation@iha.org. 

2026 IHA Public Comment Period: October 12 – 30

 

During this year’s Public Comment Period, IHA will ask for your feedback on proposed program updates and the draft MY 2027 AMP Measure Set and Technical Specifications. More information and resources will be available on IHA’s website in the coming weeks.
