Now open: IHA’s 2023 Public Comment Period

 

The IHA Public Comment Period is open now through October 27. Your comments will help shape AMP for Measurement Year (MY) 2024 and beyond. IHA requests your feedback on:

  • An updated alignment approach for the AMP measure set prioritizing key measures in the California landscape
  • Potential changes to simplify the AMP value-based incentive design
  • Measure retirements, testing measures, and other specific changes in the Draft MY 2024 AMP Measure Set recommended by IHA’s Technical Measurement Committee (TMC)

Note: IHA’s Program Governance Committee (PGC) has not reached consensus to approve the changes recommended by the TMC in the Draft MY 2024 AMP Measure Set. While the PGC expressed support for aligning with the California landscape, they did not agree on all specific measure changes, most notably the retirement from AMP of select HEDIS accreditation clinical quality measures.

 

IHA and the PGC request your comments to inform further discussion and approval of the Final MY 2024 AMP Measure Set.

Get ready for the Pre-Participation Confirmation Survey! 

 

On Monday, October 16, all health plans and provider organizations will receive instructions for completing the MY 2023 Pre-Participation Confirmation survey, which needs to be completed by October 27 on the AMP Analytics Portal.  We appreciate your help to ensure a successful Participation Confirmation period for your organization!

 

We've updated this process for health plans this year. Historically, we had health plans complete the Pre-Participation Confirmation survey via email from the AMP Client Success Manager.

 

Please take a moment this week to ensure your primary contacts have access to the AMP Analytics Portal as this will be required to complete all the necessary steps for the MY 2023 AMP Participation Confirmation period.

Updated MY22–23 Value-Based Incentive Design Technical Overview 

 

At our August 9 meeting, the Technical Payment Committee recommended a one-time modification to the standard Total Cost of Care (TCOC) Trend Gate threshold definitions for MY 2022. This update is intended to ensure that a consistent proportion of POs pass the TCOC Trend Gate in MY 2022 as has been observed in prior years.

MY22 Preliminary Incentive Design Downloads

 

Incentive design deliverables using MY 2022 Preliminary AMP results are now available on the Onpoint Performance Reporting Portal (PRP); these results are subject to change pending the incorporation of health plan resubmissions. Please note that the results within the incentive design deliverables differ slightly from the preliminary results available on the PRP, as IHA and Onpoint have made small adjustments to the underlying data in anticipation of the final release.

 

We’ll publish the updated MY 2022 final incentive design deliverables and the Quality Achievement Scores (available to POs only) in November.

 

Access the following preliminary incentive design deliverables on the PRP today:

 

Health plans:

  • Health Plan Plug and Play: Simulating the AMP value-based incentive design for the current measurement year, the Plug and Plays support health plans with modeling incentive payments for their contracted provider organizations (POs). Modeling tools for the shared risk design and full risk design are included in each Plug and Play.
  • Quality Composite Score File (“Standard Payment Methodology”): Contains the “points earned” for each of the measures recommended for payment in the Clinical Quality and Patient Experience domains (this year’s recommended incentive design doesn't use the Advancing Care Information domain). The “points earned” culminates into a Quality Composite Score for each provider organization (PO) that determines their eligibility for the Quality Gate and their Quality Multiplier value in the AMP value-based incentive design.

 

Provider organizations:

  • AMP PO Worksheets: The AMP Worksheets show the value-based incentive design using your organization's own performance on Quality, Appropriate Resource Use, and Total Cost of Care for the measurement year. Incentive dollar amounts and thresholds can be dynamically changed to understand the impacts of various performance levels on health plan-specific incentives. The calculations are not intended to reflect the actual payments that you will receive from participating health plans.
  • Quality Composite Score File (“Standard Payment Methodology”): Contains the “points earned” for each of the measures recommended for payment in the Clinical Quality and Patient Experience domains (this year’s recommended incentive design doesn't use the Advancing Care Information domain). The “points earned” culminates into a Quality Composite Score for each PO that determines their eligibility for the Quality Gate and their Quality Multiplier value in the AMP value-based incentive design.

 

Please note: AMP PO Worksheets and Health Plan Plug and Plays are modeling tools only, as health plans may adjust the recommended design when determining their incentive payments.

Confirm MY23 participation starting Nov. 9 

 

It’s almost time for you to confirm your participation in the AMP program for MY 2023! During the Participation Confirmation period, you’ll be asked to make updates and confirm health plan contracts, organizational profiles, and more within the AMP Analytics Portal.

 

Participation Confirmation kicks off on November 9. Please join our webinar for more information on how to successfully complete this process. The IHA team is updating the AMP Analytics Portal to better streamline the Participation Confirmation process and communication between health plans and provider organizations. As a result, we strongly encourage you to join our webinar to learn about the enhancements. A calendar invite is forthcoming, but feel free to register in advance.
