AMP Core pages refreshed on the IHA website 

 

Earlier this year we introduced the refreshed brand for Align. Measure. Perform. (AMP). We've been working behind the scenes to give the AMP section of the IHA website a refresh — and the first updated pages are now live.

 

The existing AMP Program pages have been updated to reflect AMP Core. While the look and feel of the pages has changed, nothing on the overall website has moved. You can still find everything in the same places you always have.

 

More updates are coming over the next few months to include AMP Pulse and AMP Ignite, so stay tuned.

Building the future of AMP and MY 2025 release implications 

 

Fully onshore operations have become essential to the sustainability of the AMP Program, and we're taking meaningful steps to get there.

 

Cozeva has committed to building out fully onshore operations for AMP. As they work toward that milestone, some adjustments are needed to the MY 2025 AMP results release approach and health plan data submission timelines for submissions to Cozeva. We want to make sure you have the full picture, so we're hosting a webinar on May 27 to walk through these adjustments and answer your questions.

Please note that this webinar replaces the May Health Plan AMP Technical Data Intake Meeting. The first half will cover MY 2025 AMP release changes for both health plans and provider organizations. Health plans: submit your Annual Cost File to Cozeva by May 12

 

Health plans have until May 12 to get their 2025 Annual Cost File in validation pass.

 

This file should include cost results for services rendered between January 1, 2025, and December 31, 2025, and paid or adjusted between January 1, 2025, and March 31, 2026.

Now available: Health Plan and Provider Organization Primary Care Investment Reports 

 

The Primary Care Investment Report is now available to all participating AMP health plans and provider organizations!

 

This new AMP Pulse report reflects analyses based on 2021-2023 data from 14 health plans covering 19 million lives. Powered by the same trusted data and methodology behind AMP Core, the report delivers dynamic, interactive benchmarking to help you track your primary care spending, compare against peers, and understand the link between primary care investment and clinical quality, utilization, and cost outcomes. Participants received an email from notify@mail.hex.tech on May 5 to access their report. IHA Performance Comparison Report for Health Plans

 

The MY 2024 refresh of the Performance Comparison Report is live in Hex, giving health plans access to the most current AMP performance data available — drawn from 13 health plans covering 15 million commercial HMO and PPO members across California. Use this report to benchmark your plan against statewide averages, review year-over-year trends, and see how you compare to peers on key quality and cost measures.

 

Participants received an email from notify@mail.hex.tech on May 5 to access their report. If you are having any difficulty accessing the report, please contact amp@iha.org.

 

The AMP team will also walk you through insights from this report during your personalized meetings throughout the month of May.

MY 2026 AMP Measure Set updates

 

We’ve made three important updates to the MY 2026 AMP Measure Set to keep everything aligned with national standards and give you even more useful insights. You can access the updated measures here.

  • Retirement of Statin Therapy for Patients With Cardiovascular Disease (SPC-E)
    SPC-E will be retired from AMP Medicare Advantage in MY 2026 in alignment with SPC-E's removal from CMS’ Star Ratings program.

  • New combination rates for Childhood Immunization Status (CIS-E)
    Beginning with MY 2026, IHA will collect the HEDIS Combination 3 and Combination 7 rates for CIS-E in addition to the existing Combination 10 rate used in AMP Commercial HMO and Medi-Cal Managed Care. The new rates are intended to provide IHA and participants with additional information about current immunization trends to support program direction and related industry initiatives. IHA will continue to use Combination 10 results for MY 2026 AMP incentives, awards, and public reporting.

  • Statin Use in Persons With Diabetes (SUPD) transitions to the FinThrive data submission pathway
    Beginning with MY 2026, SUPD will be reported through the FinThrive data submission pipeline for AMP Medicare Advantage. Health plans will report SUPD through the Health Plan Audited Quality Data File Layout, and self-reporting POs will have the option to submit SUPD results through the Provider Organization Audited Quality Data File Layout. NCQA will provide a SUPD test deck in June for organizations seeking MY 2026 AMP certification.

These changes keep AMP strong, accurate, and in step with the broader industry.

2025–2026 OPA Medical Group Report Cards releasing May 29

 

IHA continues its partnership with the Office of the Patient Advocate (OPA) to publicly share AMP performance results each year.

These easy-to-read report cards rate provider organizations on healthcare quality against national benchmarks. The Commercial HMO version also includes star ratings for Total Cost of Care, while the Medicare Advantage version aligns directly with the CMS Star Rating program — using the same measures and national cut points.

The 2025–2026 edition will be published on OPA’s website May 29, 2026.

These report cards are a great way to highlight the work your teams are doing!

MY 2026 Final Technical Specifications and Preliminary Program Guide available June 1 

 

On June 1, IHA will release the Final MY 2026 AMP Technical Specifications and the Preliminary MY 2026 AMP Program Guide. Both documents will be available for download on the AMP Core Participant Resource page, in the AMP Program Guide and Technical Specifications section of the IHA website.

 

The information included in these two resources will help you plan ahead and stay fully prepared for the next measurement year.
