View MY 2022-2023 standard value-based incentive design methodology
IHA’s Program Governance Committee has made recommendations for the MY 2022 and 2023 incentive design methodology.
These recommendations include:
Returning to the standard value-based incentive design methodology for MY 2022-2023
Introducing a few enhancements, including higher Quality Gate, recalibrated Quality Multiplier (shared risk incentive design only), and updated Total Cost of Care Adjuster (full risk incentive design only).
For MY 2022 only, the Advancing Care Information domain will be excluded when calculating Quality Composite Scores (QCS) for AMP Commercial HMO POs due to recent CMS suppression. This means a PO may earn up to 60 points for its performance on clinical quality measures and up to 30 points for its performance on patient experience measures, culminating in a maximum QCS of 90 points.

IHA partners with the California Office of the Patient Advocate (OPA) to publicly report AMP Commercial HMO and Medicare Advantage performance results each year. The report cards highlight overall performance and individual quality results for select clinical topics. Commercial report cards also include patient experience and total cost of care results.

Webinar: Transition to ECDS-only reporting: Breast Cancer Screening
NCQA is hosting a webinar on the Breast Cancer Screening (BCS) measure’s transition to the exclusive use of the Electonic Clinical Data Systems (ECDS) reporting for MY 2023. Last year, IHA and NCQA hosted a three-part technical training series which provided an introduction to ECDS reporting. AMP participants are encouraged to review these presentations in preparation for this summer's webinar.
