IHA has released updated AMP resources for MY 2025. The MY 2025 AMP Measure Set has been revised following the decision to remove the Pharmacotherapy for Opioid Use Disorder (POD) measure beginning in MY 2025. This change was approved by IHA’s committees after MY 2024 testing results showed very few provider organizations had reliable rates.
In addition, the MY 2024-2025 Incentive Design BenchmarkFile has been updated to correct an error identified in the Medi-Cal Managed Care benchmark table.
Download the MY 2025 Audited Quality Data File Layouts
Each year, IHA releases a set of standard data file layouts (DFLs) for self-reporting POs and health plans to submit audited quality results to FinThrive Healthcare, Inc. (FinThrive). The Final MY 2025 DFLs are now available on IHA.org.
Final DFLs have been updated from draft versions to reflect final information about health plan participation in each AMP product line for MY 2025.
POs and health plans have between March 16 and April 20, 2026, to submit test versions of MY 2025 audited quality results to FinThrive. Use the instructions in the DFLs to ensure your organization is ready to begin file testing next month.
FinThrive must approve your test files before you can submit your final AMP results, so we encourage you to begin preparing now for the upcoming testing period. For the detailed MY 2025 data submission timeline, see pages 10-11 of the AMP Program Guide.

MY 2026 Advance notice of health plan incentive participation
Each year, IHA releases a report that provides transparency into if and how health plans intend to implement the standard IHA incentive design for the upcoming measurement year. The report outlines if plans intend to make adaptations to the design elements and whether they’ll use the new optional incentive add-ons. The MY 2026 Health Plan Advanced Notice Report is now available on IHA's Incentive Design webpage.
