Join us this Thursday, August 14, for an overview of the MY 2024 preliminary AMP results, which will be available to participants on August 15. We’ll dive into performance insights, how to review your results using Onpoint’s Performance Reporting Portal (PRP), and what to do if you have questions or appeals. If you aren’t able to attend, the session will be recorded and made available on our website.
Preliminary MY 2024 results will be available via the Onpoint Performance Reporting Portal (PRP) this Friday, August 15. The PRP will also include refreshed MY 2023 results.
Questions and Appeals period starts August 15
The MY 2024 Questions and Appeals period begins August 15 and ends Friday, September 5 for results submitted through FinThrive and Friday, September 12 for Onpoint-generated results. This allows provider organizations and health plans to review their MY 2024 preliminary results and check for possible errors. We encourage you to submit questions or appeals early so we and our partners can thoroughly address your concerns.
What can be appealed?
Health plans and provider organizations can submit questions or appeals for the following results:
MY 2024 FinThrive reported and Onpoint generated measures*
Quality (including Clinical Quality and Appropriate Resource Use/Utilization)
Total Cost of Care (TCOC)
Encounter Measures (ENFMT, ENLAG, & ENRST)
MY 2023 Onpoint-generated results can only be appealed if you submit questions and appeals about your MY 2024 Onpoint-generated results.
Note: Any changes to MY 2023 results because of the Questions and Appeals process will inform trending but will not impact the previous year’s public recognition awards, public reporting, or health plan incentive payments.
*Since testing measures are not considered to be fully adopted into the AMP program, their measure results are not eligible for appeals. However, we highly encourage you to submit any questions about your testing measure results, as your questions may be reviewed when our technical committees vet these measures.
How to submit an appeal or question:
Review the AMP Questions and Appeals Submission Guide, Roles and Responsibilities, Best Practices, and FAQs (links below timeline table).
Identify the provider organization name and AMP PO ID, measure rates in question and applicable product lines and health plans, and any rationale and documentation to substantiate the claim.
Email the identified information using our Submission Form (link below timeline table) to appeals@iha.org by Friday, September 5, 2025, 5 p.m. PDT for any FinThrive-reported measures and Friday, September 12, 2025, 5 p.m. PDT for any Onpoint-generated measures.
Important dates for MY 2024 results
Unless stated otherwise, all deadlines below apply to both FinThrive and Onpoint pipelines.
August 15: Preliminary MY 2024 results released to participants
August 15 – September 5: Questions and Appeals submission period
September 12 (FinThrive only): Resubmission to auditor for inclusion in final AMP results release (if needed)
September 19: Investigation finalization: All communications and documentation related to questions and appeals must be finalized; Resubmission to FinThrive and Onpoint for inclusion in final AMP results release (if needed)
September 23: Appeals hearing: Any information gathered during the Questions and Appeals period will be presented to an Appeals Panel to determine whether to uphold an appeal or if further action is needed
September 30: Appeals decisions communicated to participants
November 7: Final MY 2024 results released to participants

Reminder: 2026 AMP Fees
As we enter the second half of the year and you finalize your 2026 budgets, please be sure to include your organization’s AMP participation fee:
For plans, we have met with you individually to share your enrollment-based AMP fee for 2026
For POs, it is a flat rate of $6,000 for each PO confirmed in the Participation Confirmation process.
These fees directly support your access to the AMP program, which helps reduce reporting burden by providing an industry-aligned measure set, gives unified and aggregated performance results and benchmarks offers actionable insights including peer comparisons, and provides a fair appeals process. Your participation ensures continued access to these benefits and reinforces our shared commitment to advancing high-quality, equitable, and affordable care.
