Reminder: 2026 AMP provider organization annual fees were due April 13
On March 16, IHA sent 2026 AMP provider organization annual fee invoices from accounting@iha.org to your provider organization’s primary and billing contacts. Payments were due on Monday, April 13.
Your support helps AMP to continue delivering trusted performance results and benchmarking that drive quality and affordability for Californians.
Self-Reporting Provider Organizations: Review your data submission and submit to auditor by April 20
Self-reporting provider organizations have until April 20 to review your Measurement Year (MY) 2025 data submissions before sharing them with your auditors. This is a great opportunity to confirm that you’ve included all the measures you intend to report and to take one last look to ensure everything is accurate.
We appreciate the time and attention you put into validating your self-reported results. IHA is committed to delivering accurate and reliable results, and careful review at this stage helps ensure the best possible outcome, as appeals can’t be accepted for errors related to self-reporting.
Health Plans & Self-Reporting Provider Organizations: Submit Audited Clinical Quality File by May 1
While waiting for your test files to be approved by FinThrive, please keep these key deadlines on your calendar:
April 20: Send your data files to your auditor for review
May 1: Submit your auditor-locked .CSV files to FinThrive via sFTP (upload to the Upload folder in your assigned account)
If you need sFTP credentials, contact AMP@finthrive.com. Once processed, you’ll receive an output file in the Download folder with the processing date/time and trailer record — open it to confirm whether your file passed or failed.
Health Plans: Key Cozeva data submission deadlines for MY 2025
To keep your AMP results accurate and timely, please mark these important Cozeva deadlines:
April 30: Submit your MY 2025 Member Identifier File (using the MY 2025 AMP Contracts Roster) and Q1 2026 runout (paid or changed 1/1/26–3/31/26) for all file types except Cost (eligibility, medical claims, pharmacy claims, and supplemental).
May 12: Submit your MY 2025 Annual Cost File (service dates 1/1/25–12/31/25; paid dates 1/1/25–3/31/26).

Provider Organizations: Review your OPA Medical Group Health Care Quality Report Card results by May 1
IHA partners with the Office of the Patient Advocate (OPA) to publicly report AMP Commercial HMO and Medicare Advantage performance results each year. The report cards rate POs' health care quality relative to national benchmarks.
The Commercial HMO report card also includes star ratings for total cost of care. The Medicare Advantage report card aligns with the Centers for Medicare and Medicaid Services (CMS) Star Rating program by using the same measures and applying the same national cut points CMS uses to evaluate health plans.
The preview period for updates to the 2025–2026 Edition Medical Group Report Cards for Commercial HMO and Medicare Advantage will take place from April 27 to May 1.
Prior to the preview period, NCQA will send provider organizations a link to access the OPA Stakeholder page. From there, you will be able to make any necessary updates to your organization’s profile and review your data to address any potential issues before publication.

MY 2026 AMP Measure Set updates

Retirement of Statin Therapy for Patients With Cardiovascular Disease (SPC-E): SPC-E will be retired from AMP Medicare Advantage in MY 2026 in alignment with SPC-E's removal from CMS’ Star Ratings program
New combination rates for Childhood Immunization Status (CIS-E): Beginning with MY 2026, IHA will collect the HEDIS Combination 3 and Combination 7 rates for CIS-E in addition to the existing Combination 10 rate used in AMP Commercial HMO and Medi-Cal Managed Care. The new rates are intended to provide IHA and participants with additional information about current immunization trends to support program direction and related industry initiatives. IHA will continue to use Combination 10 results for MY 2026 AMP incentives, awards, and public reporting.
Statin Use in Persons With Diabetes (SUPD) transitions to the FinThrive data submission pathway: Beginning with MY 2026, SUPD will be reported through the FinThrive data submission pipeline for AMP Medicare Advantage. Health plans will report SUPD through the Health Plan Audited Quality Data File Layout, and self-reporting provider organizations will have the option to submit SUPD results through the Provider Organization Audited Quality Data File Layout. NCQA will provide a SUPD test deck in June for organizations seeking MY 2026 AMP certification.
AMP data in action at the 2026 CAHP Seminar
On March 25, IHA CEO Jeff Rideout joined other IHA leaders at the “Strengthening Data Infrastructure in California” seminar in Burbank, hosted by the California Association of Health Plans (CAHP).
In his session, “Using Data to Tell the Story and Demonstrate Value,” Jeff showed how AMP transforms complex data into clear, actionable insights that drive real decisions.
Jeff highlighted two powerful examples:
Childhood vaccination rates looked like they were dropping across the board — until AMP data revealed the decline was almost entirely due to seasonal flu shots. Insights like this allow organizations to focus resources on the real issue rather than on broad, less effective fixes.
In rural Northern California counties, total cost of care was already $500 above the statewide average in 2017. By 2022, the gap had more than doubled to nearly $1,200. Additionally, clinical quality scores for this region were 15 percentage points below the statewide average. AMP insights support the idea of a smart, cost-effective solution, such as opening a regional healthcare campus, to increase access to quality healthcare.

IHA is excited to launch the latest AMP Pulse reports, created with the same trusted data and accuracy you rely on from AMP Core. The Primary Care Investment Reports let you see your primary care investment levels, benchmark against the California landscape, and understand the relationship between higher primary care investment and clinical quality, utilization, and cost outcomes.

IHA Performance Comparison Report for health plans – available May 4
On May 4, health plans will also receive a refreshed version of the IHA Performance Comparison Report, featuring the same format as last year, updated with MY 2024 results.
The report brings together performance data from 15 million commercial HMO and PPO members across California, delivering valuable insights to help you monitor and improve performance on key quality and cost measures. You can easily benchmark your plan against statewide averages and track year-over-year trends — all in one simple, easy-to-use report.
The AMP team will walk you through additional insights during your personalized meetings, which begin in May.
